SBO Licences and Licensees
You may search for the details of the SBO licensees by the telecommunications services authorised or the keyword of the name of the licensees. If you are unable to find the licensees you are looking for, they may be facility-based providers licensed under the Carrier Licence regime.
- "Local voice telephony services" refer to internal telecommunications services for carrying real-time voice communications between two points within Hong Kong. Service providers are licensed under the SBO licence for Class 1 and/or Class 2 service(s).
- "MVNO services" refer to public radiocommunications services provided to customers through interconnection with, and access to, the radiocommunications infrastructure of a licensed mobile network operator (MNO). Service providers are licensed under SBO licence for Class 3 (MVNO) service.
- "ETS" refer to public telecommunications services for communications between one point in Hong Kong and one point outside Hong Kong, or between two points outside Hong Kong but routed in transit via Hong Kong. Typical examples include international direct dialing (IDD) service and international call forwarding service (ICFS). Service providers are licensed under SBO licence for Class 3 (ETS) service.
- "IAS" refer to the provision of services allowing users to access the Internet. IAS is one of the International Value-Added Network Services (IVANS) that may be authorised under SBO licence for Class 3 (IVANS) service.
- Typical examples of IVANS include non-real time facsimile communications, electronic mailbox/messaging, electronic data interchange, and public teletext services. Service providers are licensed under SBO licence for Class 3 (IVANS) service.
- "Private Payphone Services" refer to the provision of payphone services where the payphones are located on or over privately owned land or leased land. Service providers are licensed under SBO licence for Class 3 (Private Payphone) service.
- "Public Radio Communications Relay Services" refer to provision of a telecommunications system for interconnection with licensed mobile services and other authorised radiocommunications services for extension of the radio coverage of these services. Service providers are licensed under the SBO licence for Class 3 (Radio Relay) service.
- "Security and Fire Alarm Signals Transmission Services" refer to local public telecommunications services for the transmission of security and fire alarm signals from customers’ premises to a security fire services communications centre. Service providers are licensed under SBO licence for Class 3 (Security & Alarm) service.
- "Teleconferencing Services" refer to local and/or external teleconferencing services for customers to hold audio or video conference through the facilities provided by the service providers. Service providers are licensed under SBO licence for Class 3 (Teleconference) service.
- "MCA" refers to the provision of mobile communications service to airline passengers by extending the service coverage of terrestrial mobile networks to on board an aircraft. Service providers are licensed under the SBO licence for Class 3 (MCA) service.
